Biography
Gavin Chay has nearly four decades of distinguished service in Singapore’s Public Service, including more than 25 years in senior leadership roles. As Consul-General in Mumbai and Batam, he played a pivotal role in advancing Singapore’s strategic and economic partnerships across India and Indonesia. During his tenure with the Ministry of Defence and Singapore's Armed Forced, he made valuable contributions at the operational and policy level to enhance Singapore's safety and security.
A graduate of the S. Rajaratnam School of International Studies (RSIS) with a Master of Science in Strategic Studies, Gavin also holds a Bachelor of Science (Honours) from Jawaharlal Nehru University in India. He is also an alumnus of the National Defence Academy (NDA), India's elite joint defence service training institute. In addition, he completed an Executive Course at the Daniel K. Inouye Asia-Pacific Center for Security Studies in Hawaii, U.S.A.
In 2018, he received the Public Service Medal (Bronze) in recognition of his exceptional commitment to public service and his expertise in strategic planning, diplomacy, defence and geopolitics. Gavin is fluent in English, Mandarin, Bahasa Indonesia, and Cantonese.
